Appearance:
Kasumi is 5'8'' 127 lbs. She has pale skin with deep golden eyes. She has long, curly black hair that hangs down behind her. She wears a simple red shirt with black mid-thigh shorts. She wears plain sneakers and longer black socks on her feet. She has light vambraces on both her wrists that she can use to deflect attacks if need be. She sports a large black dragon tattoo across her back, the flame from which can be seen on the upper part of her right arm and shoulder.
Personality:
Kasumi is very stoic and calculating, rarely letting her emotions impact her actions. She is very much a loner. She left her home and school because she saw the very bad working conditions of the people on her family's plantations. She argued many times with her father about it, and could not take it anymore. She stormed out one day, not knowing where she was going, but wanting to put her skills to good use. She has a sense of righteousness, wanting to see equality between people. Even though she is a loner, she is compassionate and caring of total strangers.
History:
Kasumi was born and raised on her family's manor outside the city of Vale. Her family owns a series of large plantations, on which a number of different crops are grown. She was relatively isolated from the outside world, making her knowledge of the world limited to say the least. She was sent to a private training school at age 10. It was here she trained for 7 years in the art of using Dust. She became incredibly adept at wielding Dust during this time. After her seven year training, she left her home after a disagreement with her father. Since she left her home, she has been more or less wandering around Vale, trying to discover her purpose in life.
Strength:
Fast and agile. Able to calculate a situation and develop a strategy to deal with it. She has trained extensively with Dust, and can therefore wield it with great skill. She specializes in elemental Dust, adept at using Fire, Wind, Lightning, and Water attacks. She moves very quickly, using her Dust and aura to maneuver around. She is also skilled at unarmed combat, using her vambraces to great effectiveness while in hand-to-hand combat. She is very calm, observant, calculating, able to analyze an opponent's fighting style and create a counter-strategy on the spot.

Her eyes are her main strength. Besides being able to analyze an opponent, her eyes are also a weapon. Her semblance allows her to focus her energy into creating flames with her eyes. When she uses this power, her eyes glow bright with aura. The energy it requires to burn something depends on how combustible it is. For example, setting grass on fire would be easy, but steel would require much more energy. She must be careful when using this power, however, as she risks overusing it. If, for example, she overuses it or attempts to use it on something that is impossible to burn, she can lose sight in her eyes...permanently.
Weakness:
Uncertain of herself, sometimes leading to hesitation in combat. She also will go out of her way to protect a total stranger because of the injustices she saw on her father'r plantation. This can possibly lead to putting herself in harm's way instead. She keeps her emotions bottled up, almost to an unhealthy degree, as a result of her estrangement from her father.

She also is very inexperienced with combat, leading to her being too confident in her abilities. Her power makes her think she can take on any enemy.
WEAPON

Primary Form:
Her weapon is a pair of titanium vambraces with stylized dragons engraved into them. The under part of the vambraces have a compartment for holding Dust. These compartments are divided in half so she can use four types of Dust at a time. She uses only Dust along with her martial arts prowess in fighting, this making her very fast but a light hitter.

History:
Kasumi forged these herself while she was being privately tutored. She made them without her master's knowledge, as she wanted her to fight using a blade of some sort. Revealing her rebellious side, Kasumi feigned illness one day and made her way to a forge in-town. She managed to make the vambraces in a single day, working through the night to complete them.

Appearance, personality, and history all look good.

I'd like to see you expand a little more on strengths, weaknesses, and weapon history. I'd also like a little more detail as far as how the dust in her weapon works. Is it always active? What kinds of dust does it use? What impacts do the different dusts have, if applicable?

Added a couple tidbits to weapon history. Fleshed out strengths and weaknesses a bit more.
